I can see a role similar to "designated driver" here, a "designated buyer". Then the bansturbators will push for a law where party hosts are responsible for the conduct of their guests... The "excessively drunk" stipulation is interesting - I'm pretty sure that they are stretching the point a bit there since I reckon selling drink to anyone who is drunk is illegal.
